Project overview
The eight healthcare units programme comprised the construction of eight new primary healthcare facilities across Dubai, United Arab emirates, commissioned by the Egyptian Ministry of Health to decentralise basic and outpatient healthcare services into smaller community-level units. Cairo Contracting was appointed as general contractor for the full multi-site programme, with responsibility at each unit for the reinforced concrete superstructure, comprehensive mechanical, electrical and plumbing systems, medical gas distribution, interior finishes, and external civil works.
Delivery of eight concurrent sites required centralised procurement, standardised construction details to drive efficiency and quality consistency, and a rotating site management model. The successful execution of the programme demonstrated Cairo Contracting’s capability to deliver repeatable healthcare templates at scale and supported the Ministry’s strategic objective of bringing healthcare services closer to the populations they serve.

Al Noor Training Center is dedicated to training and empowering persons with disabilities. It helps them build skills, confidence and independence so they can take a full part in work and in their communities. “Al Noor” means “the light,” and the campaign should carry a message of hope, dignity and real opportunity. It should show the center as a supportive, professional place where each person’s abilities come first.
Objectives
- Raise awareness of the center and its programmes among persons with disabilities, their families, schools and healthcare providers.
- Increase enrollment in training programmes by making it easy for families and caregivers to find information, contact the center and register.
- Build partnerships with employers and organizations to create internships, job placements and inclusive hiring opportunities for graduates.
- Grow funding and support through donors, CSR partnerships, government bodies and community fundraising campaigns.
- Promote inclusion and positive attitudes by sharing success stories that focus on the ability, dignity and potential of persons with disabilities.
